Duties
You will serve as the SUPERVISORY IT SPECIALIST (PLCYPLN) in the COMMAND INFORMATION OFFICE (CIO), PORTFOLIO MANAGEMENT DIVISION (CIO2) at the NAVAL INFORMATION FORCES (NAVIFOR), Suffolk, Virginia.
You will apply applicable DON Directives, Instructions, and other national level policy documents related to Cybersecurity, Assess and Authorization (A/A) and the Risk Management Framework (RMF) process.
You will apply network security architecture concepts including: topology, protocols, components, and principles (e.g., application of defense-in-depth).
You will provide direction and leadership for all aspects of the Command's IT assets.
You will provide the Command's focal point for IT systems integration and the establishment/effective use of partnering relationships with organizations outside of NAVIFOR.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Manages and configures network services.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provides support to the end user by diagnosing and solving a variety of computer and system problems.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Provides advice and guidance to managers and customers.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Applies methods and practices for troubleshooting, recovering, modifying, and improving systems to solve complex problem
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector:
Experience performing risk management processes (e.g., methods for assessing and mitigating risk). Experience utilizing cybersecurity principles, cyber threats and vulnerabilities, and cyber defense and vulnerability assessment tools, including open source tools, and their capabilities.
Experience independently perform qualitative and quantitative analysis, identify capability gaps, and recommend program improvements.
Experience problem solving, collaborating, and effectively communicating with military, civilian, and contractor personnel in formal, informal, and ad hoc environments are required for a new employee to be successful in this position.
Experience planning, distributing, coordinating, and monitoring work assignments of others, evaluating work performance and providing feedback to others on their performance
Experience protecting and defending information and information systems in order to ensure confidentiality, integrity, and availability.
Experience promoting awareness of cyber policy and strategy as appropriate among management and ensure sound principles are reflected in the organization's mission, vision, and goals.
