The primary purpose of this position is to serve as a headquarters level, Operations Directorate, Operating Location, Cybersecurity Operational Test Program Analyst, applying Air Force military, cooperative and adversarial cyberspace operations, cyberspace offense and defense knowledge, Blue and Red Team operational experience and/or operational test experience.

Duties

Actively participates in Joint/service exercise planning, develops cyber assessment program documentation and performs coordination to improve organizational direction and focus using applicable planning tools and techniques. Develops methods for assessment concepts, planning, execution, and reporting of cybersecurity assessment activities during combatant command exercise venues and assigned OT&E activities. Develops, staffs, standardizes, evaluates, comments on, and corrects internal and external program documentation for assessment of cybersecurity and cybersecurity assessment program activities for multiple assigned major combatant command exercises and supporting activities. Prepares and delivers oral presentations such as high level briefings, training sessions, consultations, and strategy sessions with other internal/external organizational functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Air Force military cyberspace; warrior/operator/maintainer and operational assessment and/or observation experience is critical to the successful completion of the work.
  • Knowledge and previous experience with network warfare, network system operations, cyber operations and information operations planning is highly desired.
  • Knowledge and previous experience with cybersecurity; full spectrum cyberspace operations; expeditionary communications; data links management; spectrum management.
  • Knowledge based operations; telecommunications; space, command and control; and flight-line systems maintenance is highly desired.
  • Knowledge and previous experience with operations to detect, deny, disrupt, deceive, and mitigate adversarial access to networks is highly desired.
  • Employee must obtain and maintain a Top-Secret SCI security clearance.
  • This position is designated as a drug testing position.
  • This is a Centrally Managed position in the Cyberspace and Information Technology career field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical DoD, military services, Air Force and joint command plans and programs for participating in or conducting major operations such as combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C41SR. Space, Missile, Missile Defense, or technology projects; knowledge in Security fundamentals, Programming, Networking fundamentals, Network Infrastructure Admin (Routers/Switches), Sys Admin (OS, Web, Db); multiple OS (Windows, Linux (varieties), UNIX, MilStd and proprietary protocols and interaction between security systems, products and communication, computer, telephone, data links, radio frequency and network systems and post cyber-attack damage assessment as it relates to equipment function and mission accomplishment; and ability to effectively plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of OSD, Combatant Command, Major Command, Air Force, DoD, and Sister Military Services cybersecurity assessment program goals and objectives, the sequence and timing of key cybersecurity assessment activity requirements, structure, milestones, concepts, principles, practices, and applicable regulations nd the conduct of combatant command exercise and supporting activities and major military and civil operations such as combat, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C41SR, Space, Missile and Missile Defense. 2. Expert knowledge of a wide range of qualitative and/or quantitative methods and techniques for the assessment and improvement of command and CCMD level cybersecurity assessment activity plans and programs for fact finding, analysis and resolution of complex problems concerning the efficiency and effectiveness of system operations and mission accomplishment. 3. Knowledge in Security fundamentals, Programming, Networking fundamentals, Network Infrastructure Admin (Routers/Switches), Sys Admin (OS, Web, Db); multiple OS (Windows, Linux (varieties), UNIX, MilStd and proprietary protocols and interaction between security systems, products and communication, computer, telephone, data links, radio frequency and network systems and post cyber-attack damage assessment as it relates to equipment function and mission accomplishment. 4. Ability to effectively plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 5. Expert knowledge of guidelines consisting of general DoD, Joint Service, and Air Force Directives that require considerable adaptation and/or interpretation for application to issues or problems studied. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
