About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0CUAA US ARMY FUTURES COMMAND. Serve as Intelligence Modernization Division Program Integrator; provide oversight program and planning for Modernization Division.

Duties

Provide oversight for assigned modernization efforts. Ensure materiel requirements have adequate resources. Lead/guide workforce in achieving organizational goals. Participate on high-level teams. Inform long-range capital investments and ensure life cycle affordability; develop and defend the equipping portion of the Army Program; support Army engagements as required. Coordinate and collects pertinent data from multiple stakeholder?s to ensure sufficient and current information will be on hand at all times to provide a ready, accurate, and complete response to any inquiry. Oversee and prepare documentation for coordination with HQDA staff that supports and defends positions and for developing coordinated Army positions on intelligence modernization matters. Oversee and prepare all required documentation for submission to OSD, OMB and Congress to support and defend coordinated Army positions on funding plans, schedules, demonstrations and performance objectives for the United States Congress. Oversee and author responses to OSD Issue Papers, Program Budget Decisions, Congressional Authorization and Appropriation actions for intelligence modernization issues. Provide technical, performance, schedule, programmatic and cost guidance for preparation and evaluation of the Army Program Objective Memorandum (POM). Represent modernization issues during the POM build process. Present organizational briefings to convey strategic vision or organizational policies. Prepare, review, and approve major challenging and highly complex projects/programs. Work with senior management to establish new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Convert strategic goals into programs or policies. For assigned Cross Functional Teams (CFTs), maintain Charters, Strategic Capability Roadmaps, and Senior Leader Placemats to ensure compliance with general and specific guidance from the CSA/SA, AFC Commander, and VCSA/USA. Work with CFTs to ensure Intel Data requirements are captured yearly, in order to feed the Officer of the Director of National Intelligence (ODNI) planning requirements. Lead, define, manage, and integrate efforts of several groups or teams. Assume and assign ownership of processes and products. Assess and provide strategic direction for resolution of assigned mission-critical problems, policies, and procedures. Serve as subject matter expert to formulate, implement, interpret, and evaluate policies and procedures relating to the direction, operation and management of oversight the assigned modernization efforts. Provide technical expertise in the development of: (a) short, mid and long-range plans and objectives, and (b) policy and program planning. Prepare, analyze, and interpret results of performance and cost analyses for the assigned Modernization Division. Report and make recommendations to the Director, System Integration on program schedule, cost and performance. Work with management to resolve problems affecting programs/projects (e.g., problems that involve determining priorities and resolving conflicts among customers? requirements). Formulate organizational strategies, tactics, and budget/action plan to acquire and allocate resources. Optimize, control, and manage all resources across projects/programs. Provide input to the development of architecture products to ensure horizontal and vertical integration are addressed. Supports cross integration efforts as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Two year trial/probationary period may be required.
  • Must complete and submit a Financial Disclosure Statement, OGE-450 upon entry into position and annually thereafter.
  • May require Temporary Duty (TDY) travel to locations both within the continental United States (CONUS) and outside the continental United States (OCONUS) up to 25% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-13). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
