About the Position:
Serves as the Senior Budget Analyst in the Humphreys Engineer Center Support Activity,
This position may be filled by temporary promotion, temporary reassignment, or temporary change to lower grade by an Army employee Not-To-Exceed (NTE) 1 Year with possibility to extend up to 2 more years (in 1-year increments).
Preference is given to those in the Alexandria, VA area.
Pay is set at Washington DC pay table but will be adjusted depending on location of selected applicant.
Duties
Performs a wide variety of budget management, forecast, program administration and analytical duties.
Provides expert technical and managerial guidance on preparing a wide variety of analytical and evaluative duties in support of multiple appropriations for the purpose of budget formulation and budget execution.
Provides advice, recommends, develops, and coordinates new or revised budgetary policy, procedural guidance with Headquarters and Field Operating Activity program officials and managers.
Prepares and/or provides special studies concerning resource impacts using data analytical tools.
Apply analytical methods to access and evaluate the status of funds.
Review and validates manpower requirements from the funding viewpoint for assigned labor budgets.
Prepares and presents visual and written presentation on the execution status of funds for US Army Corps of Engineers (USACE).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes: Provides management with financial information such as: financial reports showing the status of receipts, obligations, and expenditures of funds; trend analyses of rates of expenditures; comparisons of actual performance to the financial plan and identification of variances. Reviews, analyzes, edits, and consolidates budget submissions. Proposes alternative methods of financing unfunded requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
