The incumbent serves as a Regional Diversity Management/Equal Employment Manager (EEO) program and directs the program for geographical region, covering all IHS Area Offices include Area Staff, Service Units, and Field Offices. The EEO program is complicated by the intermingling of General Schedule, Commissioned Corps and Tribally employed staff with the region. Provides leadership to top management in the Area to carry out the IHS policy and program of nondiscrimination and affirmative action.

Direct the Regional Diversity Management/Equal Employment Opportunity (EEO) program, conducts studies, organization reviews, and workforce analysis and participates in personnel management evaluations, management evaluations, management audits, and similar reviews to identify systemic equal employment problems.
Tracks EEO program in achieving goals and reports results to senior leaders and others in the Region, and to IHS Headquarters.
Provides technical advice to the Area Directors, Deputy Directors, Chief Medical Officers, and Executive Staff Members in the region, concerning the resolution of EEO complaints, as well as systemic complaints; plans, organizes, directs, staffs, carries out, reviews, and evaluates a positive management advisory EEO program that includes efforts to resolve difficult systemic EEO problems.
Counsels employees and applicants who believe they have been discriminated against, supervises the timely, fair and impartial consideration and disposition of complaints, schedules prompt investigation of complaints, negotiating for informal adjustment wherever possible; maintains and secures all documents pertinent to informal and formal complaints.
Manages the appointment, training and activities of collateral duty Special Emphasis Program managers (SEPM) throughout the Region. Arranges for training and provides leadership and technical direction.
Plans and organizes special educational seminars and provides one-on-one and small group consulting for Regional managers and supervisors to develop their understanding and gain acceptance of equal employment. Provides training seminars and consulting services on specialized EEO issues.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-12: 1 year of specialized experience to at least the GS-11 level, examples include: Apply EEO policies and procedures to resolve complex systematic problems, knowledge in personnel management principles, conduct EEO trainings, provide final determination of EEO claims.
GS-13: year of specialized experience to at least the GS-12 level, examples include: Experience in developing, administering, evaluating, or advising on equal employment opportunity programs; ensuring EEO compliance, processing EEO complaints, and providing consulting services to management that required knowledge of EEO regulations and principles and Human Resources Administration.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
