You will serve as a HUMAN RESOURCES SPECIALIST (LABOR REL/EMPL REL) in the WORKFORCE DEVELOPMENT DIVISION of NAVAL FAC ENGINEERING CMD WASH.

Duties

You will recommend counsel or referral services to employees regarding misconduct, discipline or performance issues. You will review labor dispute documentation (e.g., evidence, records, precedent decisions) to uncover possible deficiencies. You will negotiate with senior leaders to determine a course of action for human resources issues. You will explain employee relations rules and regulations to supervisors or managers to help them understand their obligations. You will collaborate with managers and senior-level officials on labor negotiations to resolve differences between parties.

Requirements

  • You will be required to complete the Navy Labor Negotiation Seminar and Management Representative courses.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using employee and labor relations concepts, principles, laws and regulations to serve as a consultant to management on labor and employee relations; 2) Assessing potential impact and/or precedent-setting implications of pending employee/labor disputes; 3) Developing new or modified HR work methods, approaches or procedures for delivering effective HR services to supported clients; 4) Developing and delivering briefings, status reports, and correspondence to managers to foster understanding and acceptance of findings/recommendations; 5) Advising management regarding negotiability determination and participation in negotiation sessions; and 6) Providing advice and assistance to legal representatives of management in the technical aspects of personnel administration during formal hearings, grievances, and appeals; and 7) Utilizing performance management software (e.g. DPMAP) to coordinate and monitor matters related to conduct, performance, grievances, leave administration, recognition (awards), and dispute resolutions. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching applicable laws, policies and organizational precedents to recommend to managers appropriate disciplinary and/or other corrective techniques to address a range of conduct and performance problems; 2) Providing guidance on employee rights to managers and employees; 3) Discussing conflicts, disputes and/or grievances to arrive at solutions and improve working relationships with labor officials; and 4) Advising management regarding negotiability determination and participation in negotiation sessions. Education

3 full years of progressively higher-level graduate education leading to such a degree.

LL.M., if related;
or

A combination of experience and graduate education as described above which, when combined, is equivalent to 100% of the qualification requirement.
