Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a/an IT Specialist (Network Services), you will:
Lead technical evaluations and determination of requirements for any network change.
Perform critical analysis concerning engineering and implementation of specialty area systems; considers all federal and local policy architectures, national and international signal, physical, and electrical standards and protocols, network resiliency criteria, and timing and synchronization principles.
Provide technical expertise, advice, guidance, and hands-on knowledge for preparation of information systems plans, system design plans, and specifications for major programs/projects in their specialty area. Directs hands-on experience implementing and troubleshooting regarding emerging data networking equipment and technologies.
Maintain liaison with other Federal agencies, academia, and industry to keep abreast of the latest technology, advanced equipment, and systems to meet HUD unique requirements.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Supporting information technology activities for an organization (i.e., local, wide area networks, and cloud network environments in support of an enterprise infrastructure, security infrastructure, Enterprise applications, Network files and print services, User account access associated rights and privileges, and operating systems AND
Identifying and developing strategies to resolve problems for IT programs AND
Isolating and defining issues or conditions in systems and networks-resolving critical problems in systems and networks, and developing new approaches and techniques for use by others AND
Providing technical and authoritative IT support and project management.
Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes:
Participating in assessing information technology program effectiveness for consistency with mission objectives and identifying operational problems; AND
Documenting solutions for customers based on new business requirements by helping translate requirements into technical or process solutions; AND
Working as part of a team designing, developing, or implementing a new business process or information technology system; AND
Participating in change management activities such as documentation development, reporting and approval/review processes
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.
