Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Program Analyst (Talent Acquisition), you will use your knowledge of and experience with Office of the Assistant Secretary for Preparedness and Response (ASPR), to optimize business results and customer experience by:
Assisting hiring managers throughout the recruitment process with developing retention/recruitment justification strategies. Developing, modifying, and interpreting guidance related to recruitment strategies and programs. Conducting policy reviews to evaluate effectiveness of current policies and to ensure consistency in their application.
Ensuring ASPR has a robust internship program by forming strong working relationships with local colleges and universities, particularly those with health care programs. Collaborating with internal and external stakeholders to develop and deploy effective organization-wide recruiting and sourcing strategies.
Analyzing ASPR's current staffing situation (e.g., turnover, vacancies) and organizational goals, developing and overseeing new recruitment strategies. Developing tools, interview guides, testing and interview training that improves overall selection results.

Basic Qualifications:
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least three (3) of the following:
1. Developing organization-wide recruiting and sourcing strategies that identify and secure a highly talented workforce and establish a talent pipeline;.
2. Forming working relationships with local organizations (e.g. colleges and universities, professional societies) to build a talent pool of candidates;.
3. Developing or overseeing recruitment and branding strategies through use of web sites, job boards, career fairs, campus visits, direct mailing efforts, cold calling, third party resources, radio, or print media.
4. Supporting hiring managers throughout the recruitment and selection process
