The Supervisory Health Systems Specialist serve as the Executive Leadership Team's on-site and regional representative for outpatient clinic and is assigned administrative oversight of outpatient clinics in one of two geographic regions in the Oklahoma City VA Health Care System (OKCVAHCS) coverage areas.
The Supervisory HSS reports to the Associate Director, OKCVAHCS and provide staff assistant support to the Associate Director and other Executive Leadership Team members as directed.
Duties
Major duties include but are not limited to:
Oversees congressional and VA Central Office Inquiries and conducts investigation of complaints from patients, family members, veterans and others within the community.
Provides solutions to existing and possible problems, identifies long and short-range needs, formulates proposals for leadership consideration, and initiates improvement actions.
Develops processes to implement long and short-range strategies that support VHA Directives and/or OKCVAHCS policies and decisions that affect the location.
Discusses, investigates and responds to employee grievances and dissatisfactions as requested for fact finding investigations reporting back to the appropriate management official.
Ensures effective utilization of resources at assigned locations and effective implementation of VHA and facility specific initiatives.
Works with National Contracting Office-19 and OKC VAHCS Engineering Service in the coordination of leasing plans or maintenance/ construction projects, renovation of existing space, and significant infrastructure upgrades.
Collaborates with OKCVAHCS Service Leadership and guides OPC staff in developing and/or executing policies, processes and programs concerning the delivery of accessible, high-quality, cost-effective health care.
Makes recommendations to address work-station related changes affecting the organization; hear and resolve complaints and provides informal mentorship for employees at assigned locations
Directly supervises Program Support Assistant Staff in the 0303 Occupational Series stationed at outpatient clinics around the OKCVAHCS catchment area.
Key tasks assigned by the Supervisory HSS include creation of clinic operational reports and data collection for performance improvement efforts used by the Supervisory HSS to assess and improve operational performance.
This position also support various administrative functions for staff assigned to outpatient clinics around the health care system including answering phones, entering work orders, ADPAC, follow-up tracking of deficiencies related to performance improvement or accreditation requirements, and back-up functions for scheduling of clinic appointments and timekeeping.
The HSS provide staffing assistant support to the Associate Director in addition to duties at assigned clinics.
Independently extract, produce and interpret reports using VHA programs (such as Pyramid and the Corporate Data Warehouse), can analyze data (using Microsoft Excel and similar programs), and can effectively interpret, present and make recommendations based
on the information shared to all levels of VHA staff and other audiences as required.
Provides information, resolves conflicts, and/or problems that may occur and ensures management officials are familiar with the agreed upon solution.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023.
Time-in-Grade Requirement- Applicants who are current Federal employees and have held a GS position in the past 52 weeks at the next lower grade level. For this vacancy, applicants must have held grade GS-11 or higher for at least one year (52 weeks) to be eligible for the GS-12 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s), to clearly demonstrate one year time-in-grade (preferably a Within Grade Increase SF-50) as required in the announcement. If the most current SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade.
Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Specialized Experience equivalent to GS11:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Physical Requirements: The work is typically sedentary, with occasional walking in, around and between OKCVAHCS buildings.
Work is typically performed in a variety of office settings; requires travel to or work away from permanently assigned locations approximately 25% to 50% of schedule. Government vehicle may be assigned as resources allow but incumbent will comply with all Federal requirements for operating a Government owned vehicle.
