About the Position: This position is located with the Chief Information Officer (CIO), US Army Enterprise Services Ft, Belvoir, VA.
Duties
Serve as a Personnel Security Specialist in the U.S. Army Enterprise Services Agency (ESA), Office of the Chief Information Officer (OCIO).
Provide technical and administrative guidance to and advises Directors and workforce on all Personnel security issues referenced in DoD 5200.2-R (Personnel Security Program), and DA 380-67 (Personnel Security Program).
Ensures all personnel have the proper security clearance and coordinates in/out processing of workforce personnel.
Advise on procedures governing classification, declassification, downgrading, and safeguarding of national security information.
Maintain continuing responsibility for the development, installation, and management of an effective information security program within ESA.
Serve as the ESA Physical Security Officer, responsible for planning, developing, coordinating, and implementing a security, safety and crime prevention program appropriate for ESA.
Perform staff visits to activities, providing guidance on policy and ensuring the objectives of the force protection, security awareness, and physical security are met.
Ensure security clearance levels of employees commensurate with the information handled.
Develop and implement the ESA Physical Security Program Plan, Emergency Preparedness and Evacuation Plan, and Continuity of Operations Plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. (For more information on Drug Testing see below, under "Additional Information")
- This position may require occasional temporary duty travel (TDY) of 10%.
- This position is designated as KEY, meaning the position cannot be vacated during war or national emergency without seriously impairing the mission.
- Incumbent of this position has unique, or scarce managerial or technical skills required by the wartime mission and cannot be held by someone in reserve status.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes providing security guidance, direct support, and technical assistance in all matters pertaining to Personnel, Physical, Information, and Industrial Security, such as security clearance applications, periodic reinvestigations, analyzing and resolving security clearance problems; analyze and recommend upgrading of additional security systems (i.e. locks, security devices/containers ID systems, alarms, sensors, closed circuit television, etc..) to safeguard facilities and documents; adjudicates results of local records checks, coordinates with Army and Office of Personnel Management (OPM) and grants or denies interim security clearances as appropriate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
