About the Position: Serves as a Traffic Management Specialist in the Documentation Management Oversight DMO Section, International Movement Support Branch (G33-IS), International Movement Division(G33), Operations Directorate (G3). Responsible for providing cargo documentation support for transportation and distribution activities using various automated transportation system.

Duties

Serve as point of contract for G33, terminals, and shipping activities on matters relative to effective utilization of transportation systems for ocean cargo documentation processing. Ensure data is visible in various transportation systems. Provide responsive support to customers requiring assistance with problems for any aspect of the movement of cargo. Responsible for cargo documentation support for transportation and distribution activities using various automated transportation systems. Participate in the conduct of studies and surveys requested by higher authority.

Requirements

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Position may require incumbent to work nonstandard duty hours (e.g., shifts, weekends, holidays, overtime-both scheduled and unscheduled).

Qualifications

Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition. Position may be filled as a temporary appointment NTE 1 year, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years and may be made permanent without further competition. To Qualify for the GS-11: Specialized Experience: One year of specialized experience which includes: Utilizing documentation transportation systems, such as, Pipeline Asset Tool (PAT) Lift on Board (LOB) Portal or the Integrated Booking System (IBS) to provide coordination, collaboration and/or reconciliation actions. Conducting trend analysis of common and repeated transportation errors and offering recommendations to mitigate. Manifesting of cargo within the Global Air Transportation Execution System (GATES) and accurate submission of Transportation Control Movement Document/Shipping Instructions (TCMD/SI) by shippers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
