The Secretary receives calls, greets visitors and provides directions to Primary Care staff members. He/she maintains the calendar and schedules appointments for the Chief and Primary Care Leadership in accordance with pending priorities and program plans. Incumbent provides guidance and assistance with various administrative activities. This may include educational activities, travel activities, various documentation preparation, HR activities, as well as time and attendance maintenance.
Duties
Major duties include but are not limited to the following:
Assists the Primary Care Service leadership by maintaining calendar of activities, scheduling meeting, and acting as liaison with other staff members;
Receives calls, greets visitors and directs staff members of contacts needing their immediate attention or action;
Transcribes and disseminates staff meeting agenda and minutes. Training administrator for the Primary Care Service, which includes monitoring and advising staff of annual training requirements;
Serves a primary timekeeper for the Primary Care Service located in Columbia and assembles, prepares, and submits reports of staff time as requested;
Advises staff of education requirements, monitors, and reports progress of completion to supervisors for performance review;
Orders supplies and reproduces materials as needed. Electronically submits Remedy requests for office equipment;
Prepares correspondence and presentations creates and maintains databases using Microsoft Word, Excel, PowerPoint, and Outlook;
Composes correspondence based on a knowledge of superiors views and desires. Typical subjects include administrative matters, letters of acknowledgment, general office and installation policies, as well as acceptance of invitations, and cancellation of conferences;
Participates in the identification and resolution of issues as they arise regarding space, personnel, supply needs, and equipment needs;
Serves as a Control Point Clerk for the Primary Care Service
Responsible for reconciling payment and purchases in a timely manner and ensuring goods/services ordered have been received or completed;
Maintains a paper filing system based on Federal Records Management Guidelines. Identifying official records and policies and maintaining, storing or destroying records for a specified period of time; and
Responsible for maintaining appropriate receipt records (packing slip, receipt, cash register slip or sales slip) in accordance with VA manuals;
Work Schedule: Monday - Friday; 7:30 am to 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining a calendar of activities, scheduling meetings; composing correspondence and letters; reviewing outgoing correspondence for format, policy conformance, and typographical and grammatical accuracy. Serve as the Control Point Clerk and prepares reports utilizing multiple computer software applications including Microsoft Word, Excel, PowerPoint and Outlook.
Proficiency Requirement: Selectee must be able to type 40 words per minute (Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
