Duties

Responsible for and manages the full range of contract management functions including all pre and post award functions on assigned procurements. Provides technical guidance and expert assistance to subordinate garrison operations and outside agencies in the execution of Nonappropriated (NAF) contracts. Interprets policy and provides guidance to customers, colleagues and subordinates. Takes initiative and seeks ways to improve the efficiencies of operations. Researches alternatives and develops methodologies. Leads a team of 2- 3 contract specialists and assistants in the performance of contract duties for the assigned garrison activities. Provides guidance and training regarding procedures to be followed. May provide input to the supervisor on performance standards for team members.

Qualifications

Possesses directly related work experience in procurement regulations, contract laws, acquisition planning, government and commercial procurement practices, contract policies and procedures. This experience "must" be clearly reflected on your resume to be considered eligible for this position. Possesses the knowledge and skills in negotiation techniques. Possess excellent organizational skills and be highly skilled in written and verbal communication. Highly Preferred are those who possess the following: Must possess at least 3 or more years of Non-appropriated Fund (NAF) and/or Appropriated Fund (APF) contracting experience with service and supply contract. Preferred are applicants who have an existing contracting officer's warrant with the Federal Government.
