About the Position: Serves as a Traffic Management Specialist and Contracting Officer's Representative in the Global Container Management Branch, responsible for monitoring and executing SDDC's worldwide Container Management Program. Utilizes contracts administered by SDDC to reconcile container management and cost issues associated with commercial contractors.
Duties
Serve as one of the branch's senior technical advisors for surface transportation movement related problems, container management and billing, container detention, and USC and other Contract performance monitoring
Prepare, organize, and presents studies on a wide range of traffic management issues to determine ways to improve programs and procedures.
Provide technical assistance and guidance to Directorate personnel, DOD shippers, commercial ocean carriers, and other stakeholders.
Prepare and submit proposals and solutions to supervisor for Command wide problems.
Prepare answers and correspondence to carriers and military Transportation Officers/Contractors concerning traffic management problems relating to detention and container management.
Present briefings, reports, and evaluations for actions appropriate to resolve/correct any deficiencies identified.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent work nonstandard duty hours.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- If appointed as a COR, the employee is required to (at a minimum) complete the following on-line courses: CLM 003 - Overview of Acquisition Ethics and CLC106 - COR with a Mission Focus.
- Employee must complete a minimum of 16 hours of COR-specific training required every 3 years, or before assuming COR responsibility if the individual has not performed COR responsibilities within the previous 24 months.

(1) Position may be filled as a temporary promotion or temporary reassignment NTE 5 years by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
The gaining and losing activities must agree to the Temporary Promotion/Reassignment and decide in advance which activity will assume the responsibility for placement of the employee.
(2) Position may be filled as a term appointment NTE 5 years , if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years. Applicants with a noncompetitive appointment eligibility may be converted to a permanent career or career conditional appointment.
This is an obligated position of a former employee with reemployment rights. Upon return, incumbent may be reassigned or displaced under reduction in force procedures.

In order to qualify, for the GS-12 you must meet the experience requirements described below.
Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level or equivalent pay system in the Federal Service which includes experience in the following areas:
Performing cost analysis transportation solutions.
Developing and/or testing Automated Data Processing (ADP) systems,
Identify contract requirements for container leasing contract, small business contracts, and/or universal transportation contracts.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
