This position is located at Departmental Offices,Management CFO- Info Systems and CIO. As an Supervisory IT Program Manager (Director, Talent Management Solutions), you will be serving as the Director for Talent Management Solutions (TMS) providing shared services as part of the HR Line of Business (HRLOB).

Duties

As a/an Supervisory IT Program Manager (Director, Talent Management Solutions), you will: Serve as the business and technical authority on specialty area talent management solutions and will provide program leadership and expert advice to Treasury bureaus and other customers of the TSSC. Collaborate with and lead management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives aimed at maximizing Treasury human resources. Manage the budget and product pricing, as well as ensure that contracts and work orders meet business and technical requirements. Identify and propose TSSC solutions to improve technology and maximize corporate resources and to address information challenges related to talent management.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-15: Specialized experience is defined as fifty-two (52) weeks of experience at the GS-14 level, or equivalent, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as managing an integrated, enterprise level human resources line of business to provide effective talent management software solutions. Examples of this experience may include: - Implementing and managing an integrated enterprise level HRIS (Human Resources Information System), in specialties such as: talent acquisition, performance management, learning management, organizational goal alignment, competency assessment, succession planning, workforce planning and/or compensation management; OR -Coordinating and managing tasks in dynamic SaaS (Software as a Service) and hosted environments where priorities are constantly changing; OR -Providing project planning and financial tracking for a formal enterprise project implementing IT solutions; OR -Establishing relationships, creating presentations and communicating updates to senior leadership to accept and implement recommendations. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
