Duties
Serves as the Defense Logistics Agency (DLA) Installation Management Headquarters (HQ) representative for environmental protection and sustainability.
Demonstrates expert knowledge in the mission areas assigned, serving as a technical environmental expert in DLA's environmental programs.
Drafts DLA policies, establishes priorities, and offers professional guidance to comply with major environmental laws and regulations including the Clean Air Act, Resource Conservation and Recovery Act and executive orders (Sustainability/Climate).
Validates compliance posture through review and auditing procedures.
Represents DLA on Office of the Secretary of Defense (OSD)-level committees, work groups, and teams.
Responds to inquiries, comments on primary documents and attends meetings with representatives from the Services and Non-DoD Agencies such as the Environmental Protection Agency, State regulatory agencies, etc.
Provides input to various internal DLA management tracking and reporting systems and OSD data input requirements; Monitors and tracks performance in accordance with established metrics.

Qualifications
To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Preparing environmental policy and guidance in compliance with environmental laws, regulations, and executive orders.
Using the principles and practices of environmental, biological, geological, and physical sciences to plan, coordinate, manage, and oversee compliance and sustainability/climate change adaptation programs.
Interpreting and responding to internal and external inquiries regarding environmental laws and regulations.
Preparing and providing input on budget data calls, project status and funding.
Providing input on various management and tracking and reporting systems and OSD data input requirements.
Conducting environmental program reviews to ensure compliance with environmental programs.
Preparing briefings and position papers for key agency officials as well as the skill to deal with difficult problems and devise solutions that are without precedent in dealings with Congress, Government Accountability Office (GAO), OSD, regulatory agencies and the general public. To qualify for an Environmental Protection Specialist, your resume and supporting documentation must support:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
