Duties

Serves as the DLA Sexual Assault Prevention and Response Specialist and Sexual Assault Response Coordinator for DLA HQ. Provides programmatic support, including strategic planning and policy development, coordinates action plans; provides ongoing review to program area; and performs analyses of policy/program effectiveness for the SAPR program. Reviews program sexual assault prevention initiatives and assesses applicability within program operations agency-wide, along with associated resource implications. Maintains liaison with law enforcement, medical and legal services, installation Family Advocacy Program and directors to facilitate immediate responses to reports of sexual assault incidents. Ensures sexual assault victim advocacy and/or professional services are available 24 hours a day, 7 days a week, both on and off the installation. Reviews, revises, and ensures implementation of prevention activities and develops/updates prevention plans and policies. Analyzes data, establishes root cause of potential issues, and develops recommendations to expand prevention initiatives. Serves as the focal point/liaison for advising officials regarding timely, sensitive, comprehensive, and confidential treatment of victims.

Qualifications

To qualify for a Sexual Assault Prevention and Response Specialist position with DLA, your resume and supporting documentation must support: A. Basic Requirement: Bachelor's degree or higher in behavioral or social science, or related disciplines appropriate to the position. Applicants MUST submit a copy of their official college transcripts from an accredited educational institution, which reflects that a behavioral or social science or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. -OR- Combination of education and experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the Specialized Experience requirements listed below: B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Administering a sexual assault prevention and response program. - Advising management on policies and procedures related to a sexual assault prevention and response program. - Providing victims of sexual assault assistance and guidance with professional resources. - Developing and delivering training programs related to sexual assault and prevention. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
