This position is located at Departmental Offices,Office of the Chief of Staff. As a/an IT Specialist (APPSW), you will be providing technical expertise to the design, development, and implementation of full service of digital services to the government's various customers, citizens and businesses through the use of modern processes, software tools and technology.

Duties

As a/an IT Specialist (APPSW), you will: Evaluate the effectiveness of existing applications, trends, and patterns in customer usage, and systemic problems. Identify new processes, techniques, and procedures to upgrade and enhance services. Work closely with senior management in user organizations to maintain daily operations and to address priorities and key initiatives in the delivery of standard and high visibility applications. Support a full range of IT functions to include: analyzing the IT requirements necessary to meet user needs within the assigned area of responsibility; planning, designing, developing, and implementing secure, solutions that best satisfy user needs and that are consistent with Federal and Department of Treasury guidelines and standards. Lead major application projects, e.g., consult with program offices and vendors in defining requirements and identifying integration issues; perform installation, analysis, development, customization, testing, and implementation of IT solutions in the operating environment; and work with vendor engineers to correct problems and enhance performance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-14: Specialized experience is defined as fifty-two (52) weeks of experience at the GS-13 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: -Managing the operation, implementation, and maintenance of an integrated enterprise IT system; and -Coordinating and managing tasks in dynamic SaaS (Software as a Service) and hosted environments where priorities are constantly changing and churn rates are high; and -Providing project planning and financial tracking for a formal enterprise project implementing IT solutions; and -Establishing relationships, creating presentations and communicating updates to senior leadership. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
