The incumbent will serve as the senior Goddard Space Flight Center (GSFC) official responsible for the management of the Earth Science Projects at the Center. The Associate Director (AD) is also the Program Manager for the Earth Systematic Mission Program as well as the Reimbursable Projects Program.
Duties
The incumbent serves as the Associate Director (AD) for the Earth Science Projects Division (ESPD) in the Flight Projects Directorate and is the senior Goddard Space Flight Center (GSFC) official responsible for the management of Earth science projects at the Center. The Associate Director (AD) also serves as the Program Manager for the Earth Systematic Missions Program Office at Goddard (ESMPO-G), the Reimbursable Projects Program (RPP), and the Earth System Explorers Program (ESEP).
Directing and ensuring project management, technical direction, and cost and schedule control for all ESPD-related and Earth mission operations activities at the Center. This includes interfacing for all matters pertaining to the ESPD, committing GSFC by making technical and management decisions, and dealing technically and authoritatively with NASA Headquarters, other NASA Centers, foreign space agencies, contractors, and other elements of GSFC.
Managing and implementing a new way of doing business utilizing innovative, streamlined and efficient management approaches, thereby reducing mission costs and schedule. Establishes cadres of project personnel who will provide program insight/oversight and innovative teaming arrangements.
Developing and executing Directorate policies, plans, and procedures for the ESPD activities, including ESMPO-G, ESEP, and RPP.
Planning and establishing goals, objectives, and management strategies for project budgetary requirements and plans for spacecraft, instruments, software, and other complex technical equipment and services. Negotiating plans with contractors, Center elements, NASA Headquarters, other United States agencies, and foreign governments.
Responsible for designing, developing, integrating, testing, calibration, launch and operations of launching a set of independent projects performing world class scientific investigations supporting the Flight Projects Directorate.
Coordinating project requirements to assure operational requirements and international agreements are met and assuring strong engineering approach is taken for all missions.
Directing project field activities relating to the launch of ESPD projects; assuring integration of satellite and launch vehicle scheduling; responsible for the technical compatibility between the satellite and launch vehicle and for the launch vehicle meeting project requirements; determining the services and facilities required including the need for additional equipment and operating procedures, etc.; assuring that projects are in a state of readiness for launch.
Controlling the expenditure of ESPD to assure that fiscal accountability is maintained and that funds are properly expended.
Develops, implements, and maintains the ESPD functional responsibilities to assure timeliness of performance, cost efficiency, and continued attention toward improvements in efficiency and productivity.
Establishes and maintains a good working relationship with other NASA Centers, other agencies and contracts through detailed project coordination to identify areas of common development and to monitor progress.

Requirements
- The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. MTQ 1- Extensive experience in developing and executing management strategies for spacecraft, instruments, software and/or other complex technical equipment and services.Include experience with negotiating plans with contractors, other United States agencies, foreign government or other partners as well as experience in controlling performance against those plans.
MTQ 2- Demonstrated experience in managing a large, highly-complex organization and a diverse portfolio of science, technology, and/or engineering research and programs.
Education
