The Supply technician is a member of the Inventory Management Section of the Prosthetics and Sensory Aids Service (PSAS) of the San Francisco VA Medical Center (SFVAMC). The incumbent works collaboratively between various members of PSAS, PSAS leadership, Logistics Department, and medical staff/patient population.

Duties

Supply Technician is responsible for analyzing, managing, coordinating, controlling, purchasing, monitoring, and accounting for a variety of prosthetic devices and services throughout SFVAMC, including the Ukiah, Eureka, Clearlake, Santa Rosa, Downtown San Francisco, and San Bruno Community Based Out Patient Clinics. Major duties and responsibilities include but are not limited to the following: The incumbent forecasts, budgets, manages and controls all inventory transactions for assigned areas in the medical center. Monitors stock levels, revises replenishment frequencies, rotates stock, and performs assigned inventory management tasks in order to maintain uninterrupted supply and support for an assigned area. Responsible for making recommendations regarding space needs and space utilization relative to the inventory under the incumbent's control. Maintains all records and processes receipts in order to properly add assets to the prosthetic inventory package. Regularly reviews and analyzes stock data in order to assure the most economical levels are maintained and to assure an acceptable accuracy level. Procurement responsibilities will include preparing requests for procurement of supplies and equipment, analyzing quotations received from vendors and making awards to the lowest responsive, responsible offeror. independently performs a full range of procurement duties utilizing the Prosthetics Inventory Package and the IFCAP automated procurement system. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing the receipt and distribution of supplies and materials; maintaining stock at inventory locations; ensure supplies are delivered timely; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; procuring supplies and services to meet the purchase, rental, or lease needs of an organization; working with medical staff to determine procurement needs and priorities; resolving a variety of shipment, payment, or other discrepancies in support of procurement programs and operations; and purchasing various equipment, supplies, and services through the use of a purchase card. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is administrative in nature requiring the physical inspection, coordination and monitoring of merchandise and storage environments at different locations. Requires walking, carrying, stooping, bending, and reaching while inventorying, receiving, and stocking the areas assigned. The incumbent may lift and carry items that weigh up to 40 pounds. The heavier items are moved with weight handling equipment by Storage & Distribution workers. The work is generally performed indoors with routine visits to the warehouse, patient care areas, supply rooms, storage areas, and all CBOC's. The incumbent may be exposed to outside weather conditions when working on or near the receiving dock. The incumbent may be required to visit vendor facilities to make purchases and or p/u if emergency situations arise. The incumbent will be required to perform site visits to all CBOC's assigned to the San Francisco Veterans Affairs Medical Center.
