You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (RADIATION SAFETY OFFICER) in the ORDNANCE ASSURANCE & SAFETY OFFICE of NAVSURFWARCEN IH DIV. This position is equivalent to the GS-13/14 level.

Duties

You will implement and maintain an effective Radiation Safety Program (RASP) for the Command, promulgating and supervising the radiological controls/radiation safety program for the Command You will ensure the overall RASP complies with DoN and federal regulations and conditions of a Naval Radioactive Material Permit and an Ionizing Radiation Producing Machine Authorization issued to the Command and its detachments. You will determine the safety of Expeditionary Exploitation One (EXU-1) radiography operations and approving site setups for those operations. You will interact with regulatory agencies to include the Nuclear Regulatory Commission and the Naval Radiation Safety Committee (NRSC) to ensure that any deviations needed to allow the mission to be completed are granted. You will formulate policy on the controls for hazards associated with radiation sources and ensure the effectiveness of these measures. You will be responsible for maintaining and updating the Command policy on radiation safety and providing advice and technical assistance on all matters related to radiation safety requirements and procedures. You will develop, coordinate, and participate in the training of radiographers and other personnel ensuring they are properly instructed in the hazards associated with radiation producing equipment being used. You will participate in the evaluation of radiographers performance testing and will act as the liaison between the Command and the Radiological Affairs Support Office (RASO) to coordinate the Radiological Controls and Radiation Health Programs. You will perform surveys, inspections, and ensure audits are performed as required to ensure compliance with up-to-date radiation safety policy and other Navy directives, Navy Radioactive Materials Permit (NRMP), and federal regulations. You will maintain current, all applicable NRMPs by submitting amendments, renewals, or termination requests to RASO in a timely manner. You will ensure that any radiation protection program deficiencies are corrected in a timely manner and that personnel exposure to sources or ionizing radiation are maintained As Low As Reasonably Achievable (ALARA). You will investigate emergencies, accidents, and incidents and report to RASO in accordance with requirements of RAD-010.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to successfully complete either the NAVSEADETRASO Course S-4J-0015 or S-4J-0016 to be designated as a Radiation Safety Officer.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector implementing and managing an effective and comprehensive Radiation Safety Program to include interpreting and developing radiation control requirements and procedures while ensuring compliance with federal radiation regulations.
