The primary purpose of this position is to serve as the Force Support Squadron (FSS) Superintendent. Senior Enlisted Air Reserve Technician: advise, plan, organize, and manage the activities and support services of the organization. Makes technical and executive decisions within areas of functional responsibility, in order to accomplish tasks for the FSS's capability to perform wartime/peacetime mission.
Duties
Plan, organize, and oversee the full complement of activities within the Force Support Squadron (FSS). Perform work for the planning and management of the administrative budget and related financial documents.
Manage activities associated with education and training programs for unit personnel. Plan, develop, and manage unit training plans associated with personnel and services programs.
Represent the Force Support Squadron with a variety of installation and functional area organizations. Liaison with active-duty host Civilian Personnel Office (CPO) on strategic plans affecting functional capabilities in the FSS and Wing.
Manage Squadron's self-inspection program and trains personnel. Directs self-assessment activities of subordinate supervisors and flights/sections. Manage tasked and deployable FSS resource capabilities as well as those of other functions assigned.
Make a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization's management support capabilities.
Exercises supervisory personnel management responsibilities.

- Position may require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
- Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience equivalent to the GS-09 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position being filled. Specialized experience is experience which may have be gained while making technical and executive decisions on support services for the organization in all areas of functional responsibility in order to accomplish a variety of tasks which will help in the performance in the mission.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF TRANSCRIPTS.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of manpower concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of various personnel concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of services concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of education, readiness, and budget execution concepts, principles, operations, and practices.
Knowledge (extensive) of the mission, roles, functions, organizational structure, management, and operation of small to medium organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. Knowledge of management principles within multiple personnel systems, and the ability to integrate various personnel aspects in order to successfully accomplish the organization's mission.
Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs. Knowledge of safety, security, personnel management, Equal Opportunity regulations, practices, and procedures.
Skill in managing the work operations of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization directly and through subordinate supervisors.
Skill and ability to communicate in oral and written form to prepare and deliver briefings, lead discussions, conduct meetings and seminars, and to prepare project and staff reports. Ability to persuade and motivate key management personnel to make major changes in policy and procedures.
Other significant facts:
This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTAs).
Performs other related duties as assigned.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
