Duties
As a SECURITY SPECIALIST (FOREIGN DISCLOSURE) at the GS-0080-12/13 some of your typical work assignments may include:
Serves as a Security Specialist and the agency subject matter expert in one or more of the following security disciplines: Physical Security, Personnel Security, Information Security, Industrial Security, Sensitive Compartmented Information (SCI) Security, Operations Security, Anti-terrorism, Foreign Disclosure, and Special Access Program (SAP) Security.
Manages the day-to-day operations of assigned areas and acts as a liaison with higher-level managers, subject matter experts, and customers both within and outside the Agency.
Analyzes, plans, advises, and evaluates the development and implementation of policies, procedures, standards, training, and methods for identifying and protecting the information, operations, facilities, and/or personnel of the Agency from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
Plans, organizes, and performs agency and interagency studies to develop long-range studies and forecasts for forward thinking or future concepts in the security field.
Participates in the review and improvements of work methods and office structure to ensure mission goals and objectives are met.
Analyzes threats and makes recommendations on needed security equipment, methods, procedures, and systems to mitigate any existing threats.
Reviews, interprets, and implements Executive Orders, DoD and Agency Policies, inter-Agency guidance, and local procedures related to assigned program areas.
Conducts inquiries, evaluations, assessments, or investigations into security concerns.
Prepares written reports and assessments and makes recommendations for corrective action. Coordinates within the Agency, other US agencies, military services, and state, local, and tribal partners to resolve security concerns and to improve security programs.
Ensures security standards are being administered by reviewing and making recommendations regarding existing policies, procedures, and techniques and develops new or modifies existing Agency policies, processes, and procedures in assigned areas.
Prepares briefings and reports for Agency senior leaders, higher-level managers, customers, and peers.
Develops, reviews, and modifies Agency security training as needed.
Conducts security training and education in security awareness events, Agency sponsored training, or other venues.
Conducts debriefings and performs other related educational requirements.
Performs duties as an action officer/analyst in the Foreign Disclosure Office.
Develops disclosure policies, programs, and procedures to guide national, DoD and DTRA decisions to release or restrict release of classified military information (CMI) and controlled unclassified information (CUI) or equipment to foreign nations and international organizations.
Authorizes disclosures of CMI and CUI, within authority delegated to DTRA, in support of complex bilateral and multinational programs involving foreign military sales, direct commercial sales, foreign training, international cooperative research and development, combined operations, and exercises.
Duties require expert and comprehensive knowledge of the National Disclosure Policy (NDP-1) procedures and requirements, DoD policies and instructions such as DoD 5230.11, 5230.20, and export regulations such as the Arms Export Control Act (AECA) International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR) to ensure compliance with national and DoD requirements.
Follows the DoD 5230.20 Instruction regarding visits and assignments of foreign representatives, the Foreign Visit System (FVS) process, the difference between sponsored and non-sponsored visits, and how a foreign visit supports the Agency mission in executing international cooperative programs.
Performs work in the DoD Security Policy Automated Network (SPAN). Makes analytical decisions regarding Security processes and procedures.
Reviews, develops, prepares, and staffs foreign disclosure packages for approval, including exceptions to NDP-1, Delegation of Disclosure Authority Letters (DDLs), ITAR exemption requests, and background papers and information papers for Security and Counterintelligence Office leadership and senior Agency officials.
Participates in Integrated Process Teams (IPTs), develops and conducts foreign disclosure training sessions and seminars, and provides disclosure guidance to Agency personnel.
Maintains the FDO database and ensures that disclosure information on the DTRA1 FDO Sharepoint site is current and relevant.
Reviews and provides the DTRA position of ITAR export licenses submitted to the Agency via USXPORTS in SPAN.
Recommends changes to DTRA and interagency disclosure policies and processes in response to changes in export control laws or national security interests.

- Suitable for Federal employment, determined by a background investigation. Must be able to obtain and maintain a TOP SECRET security clearance w/SCI access.

- Incumbent must obtain the SPeD Security Fundamentals Professional Certification (SFPC) or Physical Security Certification (PSC) within 12 months of hire and maintain annual certifications thereafter

- This position will require the candidate to be willing to be on an on-call status, requiring work outside normal duty hours.
- May be subject to random DoD counterintelligence scope polygraph if assigned to programs or duty locations requiring such.
- Operational travel both CONUS and OCONUS on commercial or military aircraft may be required for the position.
- Overtime/compensatory time may be required to accommodate operational needs of the organization to include rotational on-call duty.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

Ensuring compliance with national and DoD/Agency requirements by utilizing the National Disclosure Policy (NDP-1) procedures and requirements, DoD/Agency policies and instructions such as DoD 5230.11, 5230.20, and export regulations such as the Arms Export Control Act (AECA) International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR)
Developing and reviewing delegated disclosure authorization letters (DDL).
Implementing and distributing DoD or Agency requirements for foreign visitor visits, Foreign Visit System (FVS) processes, and/or assignment of foreign representatives, such as Exchange Officers or Foreign National Representatives, to organizations
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Assisting with foreign disclosure procedures and requirements, such as National Disclosure Policy (NDP-1), Agency policies and instructions, and/or export regulations such as International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR);
Assisting with requirements for foreign visitor visits, Foreign Visit System (FVS) processes, and/or assignment of foreign representatives, such as Exchange Officers or Foreign National Representatives, to DoD organizations;
Assisting with developing and reviewing delegated disclosure authorization letters (DDL)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
