Duties
As a STRATEGIC COMMUNICATOR at the GS-0301-12/13 some of your typical work assignments may include:
Develops internal and external guidance, strategies, and plans and prepares communication products in support of overall On-Site Inspection and Building Capacity Directorate (OB) objectives. Plans, develops and communicates OB information programs, policies and actions concerning current operations, both internal and external. These programs use a variety of communication techniques and methods, including print, electronic and where applicable Web/social media, to convey OB's mission and its role in national defense.
Researches, develops, coordinates and disseminates OB level information. Determines appropriate scope of coordination and works closely with staff officers, managers, and Senior Leadership as required. Information frequently deals with timely, sensitive and often controversial issues of OB Directorate, Agency and/or DoD-wide importance.
Serves as the operational lead for the coordination, integration and/or implementation of official social media channels in support of OB Directorate initiatives and goals.
Proactively engages in monitoring and assessing OB Directorate workforce needs, interest and reaction to communication strategies and tools for effectiveness in delivering the intended messages.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Assists in the production of various products including Audio, video, graphics and printed material designed to promote and explain Agency initiatives and goals;
Assists in researching, preparing and coordinating articles, fact sheets and other communication products for internal audiences in print, video and on-line formats; and
Independently researches new media tools, how they are being used throughout federal government, and their applicability and potential for adoption within the agency.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Developing innovative and prudent solutions to complex and controversial topics in which the boundaries are broad and unclear;
Utilizing a variety of communication techniques and methods, i.e., written, oral, print, etc., to develop and disseminate information programs, policies, and actions concerning current operations, both internal and external;
Developing internal and external guidance, strategies, and plans and prepares communication products in support of overall agency objectives;
Researches issues and develops messages and talking points to assist in the communication of a wide variety of topics; and
Researches, prepares and coordinates articles, fact sheets and other communication products for internal audiences in print, video and on-line formats.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
