At the full performance level, you will serve as a Senior Cost Estimator in the Capital Improvements Business Line of Naval Facilities Engineering Systems Command Washington. This is a developmental position with a full performance level of GS-13. Applications will be accepted at the GS-12 and GS-13 grade levels.

Duties

You will develop and prepare detailed cost estimates by utilizing the knowledge of base cost estimating tools for government and commercial sources. You will manage project execution to ensure adherence to performance, cost, schedule, and deliverables throughout the life of the project. You will develop cost estimates and funding options to meet project or program objectives. You will participate in contractor evaluation and source selection for contract award.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For the GS-13 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Planning, organizing, and leading project and process improvement teams to develop new approaches to cost estimation and tools to establish and maintain performance quality levels; 2) Applying analytical and evaluative methods and techniques to conduct analyses of requirements for cost, labor, and materials of construction projects for a wide range of shore based facilities in order to prepare construction cost estimates; 3) Preparing long-range and short-range guidance for cost estimating in accordance with broad agency program policies and objectives; 4) Conducting detailed analyses of complex functions and construction work processes to determine costs for facility construction projects; 5) Participates in Quality Control (QC) and Quality Assurance (QA) construction cost estimates reviews to ensure compliance and eliminate possible misrepresentations in the bid documents striving to avoid costly change of orders and construction delays; and 6) Uses software products to develop and provide cost estimates that includes Micro-Computer Aided Cost Estimating System (MCACES), RS Means CostWorks, and Parametric Cost Engineering System Software (PACES). For the GS-12 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Evaluating and providing advice on cost estimates and contract change orders; 2) Developing cost estimating standards covering complex cost estimating functions; 3) Using automated cost estimating software (such as Micro-Computer Aided Cost Estimating System[MCASES], RS Means Cost Works, and/or Parametric Cost Engineering Systems Software [PACES]) to compile rough order of magnitude (ROM), current working estimate (CWE), independent government estimate (IGE), and mod estimates for a wide range of projects in the construction program; and 4) Participates in Quality Control (QC) and Quality Assurance (QA) construction cost estimates reviews to ensure compliance and eliminate possible misrepresentations in the bid documents striving to avoid costly change of orders and construction delays.
