Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as Ensuring compliance with budget and financial policies and procedures, record keeping and/or reporting requirements; maintaining effective fund control policies and procedures; and providing financial management recommendations to management officials on department budgets, program budgets, allowances in financial systems, and/or requests for funds analysis.
- OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; degree in an academic discipline related to this position
- OR an equivalent combination of education and experience.

Skill in oral communication sufficient to provide technical advice on an organization’s budget;
Ability to analyze a program’s financial resources;
Knowledge of budgeting processes and systems;
Knowledge of budget-related laws, regulations, policies, precedents, and techniques;
Knowledge of laws, regulations, policies, and precedents which impact administrative programs and processes;
Ability to conduct and apply analytical and evaluative methods to improve administrative efficiency and effectiveness;
Ability to plan budgets based on an organization’s objectives and sources of funding;
Skill in written communication.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
