The primary purpose of this position is to serve as Subject Matter Expert of the Cyber Operations - Integrated Planning Element (CO-IPE). Provides direct support as a Cyberspace Operations (CO) planner to meet Combatant Command (CCMD) strategic and operational level objectives as part of the CO-IPE staff.
Duties
DUTY 1: Serves and Manages Cyber Operations activities. As the Subject Matter Expert for the Plans Division of the COIPE,
uses experience and mastery of joint operations planning to ensure seamless integration of CO and capabilities in support of JFHQ-C (AF), 16 AF, JFHQ-DODIN, and USCYBERCOM to accomplish service and national missions.
DUTY 2: Provides operational, managerial, procedural, policy requirements and oversight along with resource activities.
DUTY 3: Represents the CO-IPE at meetings and conferences. Represents the organization at meetings and conferences as
required; develops and presents command level briefings, in house, at higher headquarters, and other DOD elements as required, and effects mutual relationships with other staff activities and personnel in the overall accomplishment of assigned functions.

- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. Work may occasionally require travel away from the normal duty station.

Qualifications
This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in and conducting CCMD crisis/contingency operations; focusing on CO integration; Cyber Counter-Threat; Cyber Warfare and associated mission operations, training, deployment, acquisition, exercise, training systems, contingency, and similar operations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of the DoD Cyberspace mission, authorities and capabilities; equivalent information regarding the roles and responsibilities of non-DoD cyberspace program partners.
2. Knowledge of and demonstrated expert ability to contribute to the development, interpretation and application of Federal, DoD and Service regulations and policy, program directives and guidance materials relevant to the DoD cyberspace mission and operations; skill in applying the Joint Operations Planning Process (JOPP).
3. Extensive knowledge and mastery of a broad range of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures.
4. Skill in applying the principles, concepts, and theories of CO, and the standard practices, methods, and Tactics, Techniques, Procedures (TTPs) of the occupation sufficient to perform difficult and complex, but well-precedent assignments.
5. Skill in analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
6. Ability to work collaboratively with other senior-level managers and to effectively communicate the 16 AF objectives, priorities and parameters to define mutually beneficial courses of action. In addition, the ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission, national security, and public safety.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
