This position is located within the National Nuclear Security Administration (NNSA), Nevada Field Office, in Las Vegas, NV. The individual selected for the position will serve as a General Engineer/Physical Scientist (Program Liaison), responsible for the validation of progress of assigned programs/projects.

Duties

As a General Engineer/Physical Scientist you will: Build and maintain relationships and communicates with NNSA Headquarters (HQ) and NFO leadership, national laboratories, other federal agencies, and contractor program and project offices. When engaging with headquarters, the state, and contractor management, Program Liaisons must be able to exercise discretion and independent judgment with respect to matters of project/program significance. Provide work scope expertise, accountable for ensuring oversight of the defined work scope, cost, schedule, and for monitoring contractor performance as well as oversight of planning, executing, and reporting on all activities within assigned scope. Responsible for the validation of progress of assigned programs/projects. Provide oversight of projects and is a recognized expert in program/project management and project control, including knowledge of and experience in life cycle project management, project planning, work breakdown structure development and use, project implementation, task plan development and negotiation, financial and baseline change control, scope development, project performance evaluations, field evaluations, contractor performance evaluation, health and safety considerations, environmental laws, regulations, and compliance, and teamwork, as it applies to successful implementation of projects. Communicate complex technical information in order that lay persons can interpret and utilize this information using expert tact and diplomacy in advancing ideas and concepts that may have a bearing on assigned programmatic areas. Maintains an understanding of programmatic and operational requirements, need to communicate clearly, both verbally and in writing, and be able to critically review technical projects. Condenses large amounts of technical data to communicate what has significance to management.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal Service i.e., NN-III or GS-13. Specialized experience for this position is defined as: Overseeing programs and projects by implementing polices for various high complex and scientific experiments. Experience with project controls associated with project management, program management activities at the production facilities, national laboratories. Experience validating contractor cost data for accuracy, completeness, and reasonableness; and reviewing contractor cost control performance. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. 0801/1301:

0801 - Degree: professional engineering. The curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.OR a combination of education and experience- for more information, please refer to the OPM Qualification Standards at Professional Engineering Qualifications.

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
