This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: U.S. Army Institute of Surgical Research (USAISR), a U.S. Army Medical Research and Development Command (USAMRDC) asset and is collocated with the Brooke Army Military Medical Center (BAMMC), Fort Sam Houston, Texas.

Duties

Serve as the Science Lead for the Hemorrhage and Vascular Dysfunction team, developing long term project plans in line with Combat Casualty Care (CCC) priorities. Manage and develop scientists and engineers; critically evaluate scientific concept development, project execution, data collection and analysis, scientific communication (oral, written, visual). Serve as the DOD champion for Combat Casualty Care (CCC) research programs at the national and international level through leadership of research, publishing, and presentation at scientific meetings. Serve as the Subject Matter Expert (SME), planning advanced development initiatives and overall development of the DOD R&D strategy. Manage medical research programs directed toward the development of knowledge and material solutions for acute and early management of combat-related trauma. Coordinate extramural and intramural research project across Commands, Federal Agencies, and Institutions. Recommend the prioritization of trauma and combat casualty care research program to senior leaders. Support the development of scientific strategy and investment for combat casualty, trauma, hemorrhage, and burn biomedical research.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Health Science Administrator Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You MUST submit copies of your transcripts supporting your education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: (1) Experience planning and executing medical scientific research programs in areas relevant to Combat Casualty Care. (2) Experience coordinating medical research with multiple agencies and facilities to build strategic partnerships. (3) Experience which involved performing and/or directing scientific biomedical research inclusive of basic, clinical, applied, and/or product-oriented efforts; and (4) Experience in developing and/or applying policies and guidelines for the oversight of complex biomedical research awards, such as human subjects protection, animal care, technology transfer, intellectual property, or research integrity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03 / GS-14).

The USAISR is dedicated to BOTH laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured service members, from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams.

U.S. Army Institute of Surgical Research (USAISR) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-04 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
