About the Position: Incumbent provides executive level medical guidance and support to Commander and staff, U.S. Army North (5th Army) and their military mission, Located at Fort Sam Houston, Texas.

Duties

Provide technical direction and synchronization on a variety of work including planning and conducting operations for Health Service Support, Force Health Protection and clinical administration. Consult with Combatant Command and Joint Staff Surgeons and Assistant Secretary of Defense, Health Affairs staffs, to synchronize medical operations and support to military operations Serve as subject matter expert for medical/health services planning and programming. Perform expert level senior medical strategic planning by reviewing and providing input into the Joint Strategic Capabilities Plan, DoD Military Health Services Strategic Plan, Combatant Commanders Strategic Plan and other OPLANs/CONPLANs. Develop, coordinates and integrates Army North command health service support policy with component and subordinate commands to include coordination with Defense Health Agency and TRICARE resources. Develop and provides action plans, milestone documents, strategic guidance and other materials for medical strategic, business and organizational planning within the command and its components to achieve strategic objectives.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a top secret/SCI security clearance. Position has recurring access to top secret/SCI information
  • This is a drug testing position based on the type of clearance required. Incumbent is required to submit to a drug test prior to placement in this position and may be randomly drug tested throughout incumbency.
  • Temporary Duty Travel (TDY) may be up to 20%.
  • A probationary period maybe required

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below: Specialize Experience: One year of specialized experience which includes analyzing, evaluating and providing advisory on health care delivery systems and operations; researching, developing and/or establishing medical policy with a command and its subordinate organizations; Experience with planning IT Tools such as Joint Operation Planning and Execution System, Medical Analysis Tool, Defense Readiness Reporting System, Joint Lessons Learned information System and a wide range of qualitative and quantitative methods for the assessment and Improvement of medical support plans and programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementDecision MakingInfluencing/NegotiatingManages and Organizes Information Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
