About the Position:
U.S. Army Institute of Surgical Research (USAISR), a U.S. Army Medical Research and Development Command (USAMRDC) asset and is collocated with the Brooke Army Military Medical Center (BAMMC), Fort Sam Houston, Texas.
Duties
Lead the scientific endeavors of the Army's trauma research institute.
Develop strategic and operational research plans and manage their execution.
Establish collaborations with industry and academia to develop scientific advances in trauma medicine.
Manage the execution of a medical research, development, testing and evaluation programs to include technical content and/or cost, schedule, and performance.
Perform budgeting, marketing, cost analysis and acquisition functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Secret security clearance.
- Business travel is required 10% of the time.
- This position may be eligible for relocation incentives.
- Selectees must meet the position requirements for Practitioner Entry Level II certification in the acquisition career field of Engineering and Technical Management within 60 months of entrance on duty.
- This position requires a 3-year tenure agreement. Incumbent must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This is a Critical Acquisition Position (CAP).
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

BASIC REQUIREMENT FOR THE RESEARCH DIRECTOR:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
MINIMUM QUALIFICATIONS:
Specialized Experience
One year of specialized experience which includes experience:
Experience conducting research studies such as trauma, hemorrhage and resuscitation.
Experience managing the execution of medical research, development, testing and evaluation (RDT&E) program.
Experience researching major problems regarding military and civilian trauma injuries.
Experience leading an interdisciplinary team of professionals (i.e. program managers, financial managers, medical researchers, logisticians and/or acquisition personnel).
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04/GS-15).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

he DB-05 payband is equivalent to above the GS-15. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
