This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. The Oklahoma City VA Health Care System, Mental Health, is currently recruiting for one (1) Social Worker Program Coordinator for the Oklahoma City VA. The CBOC Manager is responsible for management of the following locations to include travel toNorth OKC CBOC, Enid CBOC
South OKC CBOC, Clinton CBOC, Woodward CBOC (TBD), Future Additions.
This is a multi-discipline position and selections can be made from the following, Licensed Professional Mental Health Counselor Program Manager, Social Worker Program Coordinator, and Psychology Program Manager.
The incumbent serves as the Program Coordinator/Manager for CBOCs and provides operational and/or administrative oversight of the multi-disciplinary team, which includes Psychologists, Social Workers, Licensed Professional Mental Health Counselors, and co-leads with a Psychiatry Medical Director. The CBOCs' Program Coordinator/Manager has delegated authority to oversee the day-to-day functioning for CBOCs including the following:
Major Duties and Responsibilities:
- The Program Coordinator/Manager (CBOC) provides operational oversight in conjunction with the psychiatry medical director of a multidisciplinary team, which includes psychologists, social workers, nurses, and administrative staff.
- The components that are managed are of considerable scope, size, and complexity. The focus of this co-located program is collaborative, interdisciplinary, and coordinated care to provide patient-centered, problem-focused, and solution-oriented care.
- The Program Coordinator/Manager (CBOC) collaborates with other programs as necessary.
- The Program Coordinator/Manager (CBOC) directs, manages, and monitors the workload of clinical personnel and meets at least monthly with the interdisciplinary team.
- The Program Coordinator/Manager (CBOC) oversees all clinical services to include individual assessment, psychological evaluation, psychoeducational classes, psychotherapy groups, supportive psychotherapy, and evidence-based psychotherapies. Also, the incumbent addresses all patient care issues in the program(s) assigned.
- The Program Coordinator/Manager (CBOC) must be familiar with VA and local policies and procedures; enforces them to staff as well as creates plans to carryout/implement these policies and procedures into the program.
- The Program Coordinator/Manager (CBOC) manages day-to-day activities, including operation of key clinical, training, research, and administrative programs. Decisions regarding staff and other resources associated with the programs are made while exercising wide latitude and independent judgment along with developing and implementing programs, policies, and procedures to meet program goals.
- The Program Coordinator/Manager (CBOC) is responsible for strategic planning utilizing input from customer satisfaction surveys, All-Employee Surveys (AES) and Strategic Analytics for Improvement and Learning (SAIL) metrics identifying customer and employee satisfaction, while also considering budget and resource allocation. The incumbent is also responsible for planning, developing, and implementing short and long-term goals and objectives consistent with the program's strategic plan.
- The Program Coordinator/Manager (CBOC) is responsible for timely completion of all program evaluations and documents required by the Medical Center, Veterans Integrated Services Network (VISN) and Veterans Affairs Central Office (VACO), ensuring compliance with appropriate accrediting bodies such as The Joint Commission (TJC), Commission on the Accreditation of Rehabilitation Facilities (CARF), Office of Inspector General (OIG), and other accreditation bodies and monitoring agencies.
- The Program Coordinator/Manager (CBOC) monitors outcomes using data-driven quality assurance processes and implements strategies for improvement based on data analysis to include SAIL and other performance metrics.
- The Program Coordinator/Manager (CBOC) has full responsibility for oversight of the professional practice of the profession to which they are assigned while ensuring that all disciplines in the assigned program(s) and its affiliated clinics meet the requirements of their professional qualification standards.

Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Irregular tours and/or Saturday work may be required.

Qualifications
Basic Requirements:
To qualify for appointment as a social worker in VHA, all applicants must meet the following:
Citizenship. Be a citizen of the United States..
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ? 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.

GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Program Coordinator), GS-13
Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
Preferred Experience: The incumbent should have education, experience, or training overseeing/managing day-to-day operation of mental health program(s) either located together or geographically dispersed, including but not limited to, the following: time and leave management, hiring and staffing, budgeting and resource management, Variable Equitable Resource Allocation (VERA), productivity management and performance evaluations.
