This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. The Social Worker (Assistant Chief) - Medicine Social Work Section has overall responsibility for the Social Work-Medicine section oversight and has full responsibility for clinical practice, program management, education, human resource management, and supervision for the Medicine Social Worker services. The Assistant Chief also has professional oversight of clinical practice for all Medicine Social Workers in collaboration with the Social Work Chief regardless of duty assignment as outlined in VHA directive 1110.02.
List of major duties and responsibilities are, but not limited to:
Supervisory and Programmatic Responsibilities
Incumbent is responsible for efficient and effective operations of all aspects of the Medicine Social Work Sections, including staffing, clinical programming and outcomes, budgetary responsibilities, and administrative processes.
Incumbent is responsible for reporting on Medicine Social Work Section performance on National performance measures and other metrics, reporting performance to Facility and VISN Leadership, and development and initiation of corrective action plans as needed.
Incumbent has line and staff authority and responsibility for resource allocations within the Social Work Medicine Section.
Incumbent is responsible for annual Strategic Planning within Medicine - Social Work Sections, and overall compliance.
Incumbent is responsible for program development and implementation in order to fully meet the social needs of our Veterans.
Incumbent will function as a liaison between Medicine - Social Work and the rest of the Health Care System (including all clinical and administrative areas).
Incumbent will serve as a designee for the Chief of Staff of the Oklahoma City VA Health Care System when necessary.
Incumbent will participate and serve on a variety of Health Care System Committees, Councils and Boards, including but not limited to: Clinical Executive Board Medical Professional Standards Board, Compliance and Business Integrity Committee, Clinical Practice Council, Peer Review, Access Management Committee, Quality, Safety and Value Committee
Clinical Responsibilities
Incumbent will provide psycho-diagnostic assessment and evaluation.
Incumbent will provide therapeutic interventions which may include individual, group and family therapy and/or case management and counseling. Incumbent will consult with staff regarding complex cases, ethical dilemmas, and situations in which patients present with disruptive behaviors.
Incumbent will maintain full clinical licensure as required by law and the Association of Social Work Boards in order to maintain a clinical caseload.
Direct Supervision Responsibilities
Incumbent has direct supervisory responsibilities for staff: Medicine Social Work leads (number varies over time). (CSP, GEC, inpatient/outpatient medical, and Homeless are included)
Incumbent has overall responsibility for, and second-level supervisory responsibilities for, all other Social Work staff within Medicine Social Work Sections, totaling 132 FTE (varies over time).
In the absence of the Social Work - Service Chief, the Social Worker (Assistant Chief)- Medicine Social Work will have full delegated supervisor responsibility for the entirety of the social work service or in conjunction with the Social Worker (Assistant Chief) - Mental Health.
Work Schedule: Monday - Friday, 8:00am - 4:30pm; Irregular tours and/or Saturday work may be required.

Qualifications
BASIC REQUIREMENTS.
Citizenship. Be a citizen of the United States.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure/Certification. The assistant service chief must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
English Language Proficiency. Candidates must be proficient in spoken and written English
GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Social Worker (Assistant Chief), GS-13
Experience and Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
Knowledge of administrative and supervisory duties which includes personnel actions, clinical supervision, consultation, negotiation with other departments, and quality improvement.
Knowledge of legal, ethical, and professional standards applicable to social work practice.
Ability to develop, maintain, and oversee social work programs in all settings.
Knowledge of social work practice, policy, and accreditation standards across the continuum of health care.
Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements.
