About the Position: This position is located in the Garrison, Directorate of Operations, Picatinny Arsenal, NJ. The Garrison provides installation capabilities and services to support expeditionary operations in a time of persistent conflict. This position is included under the provisions of Special Retirement Coverage (SRC) and may have both a maximum entry age and a mandatory retirement date. Duties

Member of an emergency response crew engaged in the protection of life, property and the environment at Picatinny Arsenal where the facilities, equipment and operating activities present complex and hazardous emergency and firefighting situations. This is a developmental firefighter position, but a selection can be hired at any grade level (GS-04, GS-05, GS-06, or GS-07) in which qualified. At the full performance level of a GS-07 Firefighter, you will: Serves as a hazardous materials technician to hazardous materials releases, spills and Weapons of Mass Destruction incidents. Serves as a member of first response teams to non-fire related rescues, i.e., vehicle accidents, entrapments, confined space, and specialized technical rescues. Provides aircraft rescue firefighting services for heliport, heli-spot and related tenant organizations. As a hazardous materials technician, operates offensively to mitigate hazards. Performs all fire fighting tasks required to protect personnel from life and death situations (rescue), and protects installation facilities from fire extension and major fire losses.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 45 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis; 48-hour rotating shifts with a work schedule of 144 hours per pay period.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires successful completion of an annual Job Performance Test.
  • This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
  • This position requires participation in a cardiovascular physical fitness program.

Specialized experience at this level is defined as performing standard firefighting techniques, responding to basic hazardous incidents, and performing basic first responder medical care. To qualify at GS-07: applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-06. Specialized experience at this level is defined as performing firefighting in very difficult or dangerous situations, responding to hazardous incidents, drive and operate firefighting apparatus of significant complexity; e.g., pumpers, aerial ladder trucks, crash rescue trucks and performing all facets of first responder medical care. You will be evaluated on the basis of your level of competency in the following areas: Emergency Medical CareFire SuppressionFirefighting EquipmentHazardous Materials Response Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-04 for the GS-5, GS-05 for the GS-06 and GS-06 for the GS-07). The following certifications requirements must be obtained/maintained throughout duration of employment IAW the DoD Fire Emergency Services Certification System: GS-05: To qualify, the incumbent must possess the following certifications at time of application: Firefighter I and Firefighter II, and CPR certification. Thirty-seven (37) years is the maximum entry age for covered primary/rigorous firefighter positions. Persons not appointed by the last day of the month in which the individual reaches his/her 37th birthday shall not be originally appointed or assigned to these positions.
