This position is part of the IBC FMD Accounting Operations Division, Office of the Secretary of Interior, Billing and Collections Section. The incumbent will be responsible for assisting higher graded financial analysts, accountants and other bureau financial management employees in providing accounting and financial management services to the burea.
Duties
Apply Treasury/OMB guidelines to properly record financial transactions and communicate with customers to timely and accurately respond to inquiries and obtain necessary documentation to support financial transactions.
Input results of financial transactions into Oracle Federal Financials (OFF) or the Financial and Business Management System (FBMS) and provide guidance/advice to other team members.
Review transactional input into financial systems to ensure completeness and accuracy before finalization of collection or payment transaction.
Review data in reports and financial systems and identify abnormal trends and control weaknesses.
Define assignments to team members, assist the team in balancing workload, coach the team in the selection and application of problem solving methods, provide advice on procedures, and assist team members in identifying parameters for solutions.
Qualifications
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes but is not limited to experience with financial management reporting requirements, Department-wide financial systems, and internal control weaknesses in order to identify problems, plan and conduct financial studies, and write reports identifying problems that will improve financial management efficiency and effectiveness; experience working in a team environment, including planning and scheduling work, defining and streamlining processes, and developing team members; and recognizes problems with an accounting system, recommending changes, assisting with testing of such changes, and integrating or implementing improvements developed in-house or elsewhere.;
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree, if related in one of the following fields: finance and/or business administration;
OR
C. A Combination of education and experience as list above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Due Weight Consideration is a review process used to provide consideration to performance appraisals and awards submitted with each application on a used merit promotion certificate and factoring the results into the merit promotion selection process.
