Duties

As a Supervisory Management and Program Analyst, you will perform the following duties: Manage the efficient operation of the Office of Chief Financial Officer's (CFO) financial, budgetary and administrative activities. Instrumental in transforming the CFO administrative activities from transactional processing to strategically focused business operations that directly serve the organizational strategic direction. Manage the execution of agendas requiring inter-staff coordination for successful attainment of CFO's objectives. Represent the CFO in National Oceanic and Atmospheric Administration (NOAA) or bureau level meetings. Serve as a member of ad hoc communities related to administrative matters. Perform the full range of supervisory duties. Assign work and set priorities, develop performance standards and provide feedback on work assignments, set and adjust short and long term priorities, provide development opportunities to subordinate employees, provide technical oversight and instruction, develop performance standards, give advice, counsel, or instruction to employees on both work and administrative matters, etc. Review new legislation, rules and regulations to determine its impact on CFO's business operations. Act as an expert authority in analyzing and evaluating programs and issues, and ensure that the organization runs efficiently. Delegate research and projects to lower-level analysts. Has decision-making authority in broadening or reducing the scope of research assignments and projects. Develop and implement recommendations to improve or enhance administrative and management processes, and review the results of quantitative and qualitative research conducted by subordinate analysts. Encourage CFO leadership and staff to accept the findings of said research, in an effort to improve management and administrative programs and processes.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-5 or GS-15 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Providing support or guidance on the implementation and execution of administrative or budgetary operations; Assessing the efficiency and effectiveness of a program, or supporting the development of strategies, policies or procedures in order to meet program mission objectives and goals; and Overseeing or managing the work of others as a team leader or in a similar capacity (such as setting priorities, reviewing, evaluating work, providing performance feedback to subordinates or other team members, etc.).
