Duties

Conducts research and coordinates collection. Performs detailed research and analysis of complex data sets to uncover intelligence gaps and creates corresponding collection requirements to more completely understand the adversary. Conducts complex analysis and production. Conducts, with senior analysts support or oversight, complex analysis and/or leads teams that fuse multi-source information from all intelligence disciplines to satisfy a broad range of customer requirements. Conducts engagement and outreach. Enhance customer engagement and client outreach as subject matter expert in person or virtually for analytical topics at assigned organization/IC/DoD/DV meetings, presenting relevant, timely briefings and insight as required. Share analyses, findings, discoveries, intelligence gaps, and products with shareholders. Serves as military capabilities subject matter expert. Develops analytic techniques for military capabilities assessments including air, space, missile, and cyber or other defined related field. Recognized IC expert on assigned military capabilities area of expertise.

  • This position requires the Defense All-Source Analysis Certification (CDASA). This certification must be obtained within 24 months once the employee meets certification eligibility requirements.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below based on the Qualifications Standards developed for the DCIPS PILOT program. This position is covered under DCIPS work level (WL) 2 and covers the GG-11 through GG-13 grade levels for pay purposes. The selectee's salary will be set within the salary range based on the selectee's qualifications in relation to the position as determined by the selecting official. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Must have at least a high school diploma or GED plus seven years of relevant experience, or an associate degree plus five years of relevant experience, or a bachelor's degree plus three years of relevant experience, or a master's degree plus one year of relevant experience or a doctoral degree and no experience. (Preferred degrees include engineering, mathematics, physical sciences, cyber, data analytics, life sciences, or social sciences) Relevant Experience: Employing intelligence methodologies/tradecraft; data collection/information systems; analytic tradecraft; multi-source intelligence data/information; intelligence analysis; foreign policy analysis; international relations analysis; geopolitical analysis; weapons analysis; and/or military analysis; customer/partner interaction and collaboration. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the intelligence process/cycle and the various intelligence disciplines (ie the INTs). Knowledge of the full range of intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. Knowledge of analytical tradecraft principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources, to include database manipulation. Knowledge of cognitive biases, competing hypothesis, and formation of critical arguments/evidence. Knowledge of the national intelligence community, Joint partners, DoD structure, organizations, and mission/functions, inter-relationships and operations. Knowledge of Intelligence Community Directives (ICDs), and the Standards, Guides, and Best Practices of the Office of the Director of National Intelligence (ODNI). Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in analytical writing and briefing. Ability in oral and written delivery of intelligence in the form of briefings, conferences, VTCs, and intelligence production processes. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
