The primary purpose of this position is to: Serve as an acquisition program manager responsible for planning, developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle in the Systems Development Directorate.
The organizational location of this position is: Systems Development Directorate, Air Force Technical Applications Center (AFTAC), Patrick AFB, FL 32925
Duties
DUTY 1: Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures.
DUTY 2: Plans, organizes, and coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics.
DUTY 3: Reviews and directs the progress of contractors in meeting program objectives. Takes appropriate actions to approve terms and conditions set forth in negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor.
DUTY 4: Prepares and presents staff studies for presentation to the Program Director and other management officials.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- Travel and relocation expenses WILL BE PAID in accordance with the JTR and AF Regulations

- This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

- A baccalaureate (or higher) degree in general management, business administration, engineering management or a related acquisition field is and a master?s degree highly desirable.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Having the quality level of experience which demonstrates comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical segments of the research, development, production, and/or deployment of systems, subsystems, and equipment that may require new and innovative techniques and the application of new principles. Knowledge of acquisition requirements and integrated system life-cycle management. Knowledge of contractual, financial and technical aspects of projects/programs throughout designated phases of the acquisition cycle and/or providing life-cycle management for the development, acquisition, integration, field support and/or modernization of Air Force systems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, principles, policies, and practices of systems acquisition and program management.
2. Knowledge of business/industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and monitor contractor activities
3. Knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System
(PPBES) process.
4. Skill in communicating both orally and in writing in a clear and accurate fashion.
5. Ability to analyze conflicting information from multiple sources and to determine and apply proper approaches to problem solution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines.
6. Ability to keep abreast of acquisition changes and trends as applied to the management of technically complex systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
