About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Eisenhower, Georgia.
This position will be filled on a permanent basis.
Duties
Plans, advises on implementation of new ideas, procedures, processes, methods, or approaches of substantial scope, difficulty, and complexity in areas of short/long-range strategic planning, strategic development.
Provides familiarization of cyber operations to integrate deliberate and crisis action planning support with ARCYBER, its subordinate organizations, HQ Department of the Army, USCYBERCOM and Geographic Combatant Commands as required.
Represents ARCYBER G5 in appropriate activities, including working group meetings addressing cyber programs, operations, plans, policy, etc.
Provides knowledge and experience in the preparation of Operations Plans (OPLANS), Concept Plans (CONPLANS), Operations Orders (OPORDS), Fragmentary Orders (FRAGOs) and Functional Plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year probationary period may be required.
- Must obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (TS-SCI).
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
- The incumbent may be required to travel approximately 10% of the time.

Specialized experience would be demonstrated by knowledge of the organizational planning and staffing process; knowledge and understanding of operational design; ability to apply critical reading and thinking skills; ability to communicate complex information, concepts, or ideas in a confident well organized manner through verbal, written and visual means; skill in planning activities including, but not limited to, preparation of functional and specific operational and contingency plans, preparing, managing correspondence and staffing procedures; knowledge of cyberspace operations, principles, capabilities, limitations and effects.
