The primary purpose of this position is to serve as Assistant Deputy for Health Policy, Assistant Secretary (Manpower & Reserve Affairs), Deputy Assistant Secretary (Force Management and Integration), Pentagon, Washington, D.C.

Duties

Serves as the principal advisor in all matters pertaining to the development and management of Air Force-wide and DoD-wide health policy. Serves as the principal advisor to the Deputy Assistant Secretary (Force Management Integration) and the Assistant Secretary of the Air Force (Manpower and Reserve Affairs) in all matters pertaining to reorganization and integration of DoD and Veterans' Affairs programs for support and care of wounded service members and their families. Oversees the medical incentive programs to include retention bonuses and special pays to keep the Deputy Assistant Secretary apprised of the effectiveness of the programs in maintaining, retaining and providing a quality force in the medical fields. Represents the Deputy Assistant Secretary and/or the Assistant Secretary (Manpower & Reserve Affairs) on intra-governmental and intra-DoD committees to gain support and cooperation in achieving Air Force goals and to promote the enhancement of health care programs.

  • IAW JTR, Vol II, may be required to travel by regularly scheduled passenger military or commercial aircraft in performance of TDY.
  • Drug Test requirement was modified to comply with AFI 44-107 Air Force Drug Demand Reduction Program, 7 April 2010.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
  • Leave accrual may be authorized upon request

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: 1) Direct experience in various specialized areas such as health policy, wounded warrior care, recruitment and retention incentives, special pay policy, drug and alcohol prevention and/or tobacco cessation as they apply to the organizational environment; 2) Initiating and developing strategic plans, policies and programs to support Air Force personnel in various specialized health related issues; 3) Assessing policy alternatives against political and organizational realities and managing projects from start to finish; 4) Preparing or assisting in the preparation of recommendations for legislative change, Congressional testimony, to translate legislation into policy goals, actions, and services and to prepare sound positions on complex issues; 5) Planning, organizing and directing team research/projects leading to substantive proposals for change in policy or procedures; 6) Negotiating proposals that may involve substantial conflict with opposing views. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of the specialized areas associated with health policy. Broad knowledge of Air Force military mission, organization, and work processes, program goals and objective, the sequence and time of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 2. Mastery of the specialized areas associated with wounded warrior programs. 3. Mastery of the specialized areas associated with incentive programs such as recruitment and retention bonuses and special pays. 4. Ability to think strategically, to be innovative, and to work independently in plans and policy development. Demonstrate ability to assess complex policy alternatives against political and organizational realities and manage intricate projects from start to finish with little or no guidance. 5. Skill in both written and oral communications sufficient to present findings and recommendations to Air Force leadership at the four-star level, and to interface professionally with Members of Congress, to prepare recommendations for legislative change, draft Congressional testimony, to translate legislation into policy goals, actions, and to prepare sound positions on complex issues. 6. Skill in planning, organizing, and directing team research/projects leading to substantive proposals for change in policy or procedures. Skill in negotiating where the proposals may involve substantial conflict with opposing views. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
