Serves as HR Specialist, providing expert advice and guidance to managers, supervisors, human resources staff, and employees on the full range of human resources management programs. Serves as the policy expert on one or more program areas, such as compensation, hiring, classification, workforce flexibilities, performance management, accountability, and workforce and succession planning.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include: Experience providing advisory and consultation services to include interpreting and analyzing laws, regulations and policies concerning agency and/or Departmental HR issues. Experience developing, analyzing, and advising on Human Resources (HR) policy, guidelines and programs, to include rendering authoritative policy interpretations on issues that affect agency level programs OR evaluating HR functions and measuring their contribution to HR program mission and operations or similar work. Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to further agency program performance. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
