Duties
Incumbent serves as the Army Future Command (AFC) Counter-Insider Threat Program Manager and alternate Antitterrorism Officer and Program Manager, assigned to the AFC HQ G-3/5/7 Protection branch.
The incumbent has primary oversight for Counter-Insider Threat (C-InT) program management, analysis and reporting for the Agency. Incumbent represents the Agency for reporting requirements.
Represents AFC as a recognized subject matter expert to establish and maintain a multi-disciplinary threat management capability to conduct and integrate the monitoring, analysis, reporting, and response to insider threats.
Provides expert staff advice, interpretation, assistance, consultation and information on all issues related to C-InT, specifically in areas where the policies are unclear, unprecedented or controversial.
Develops and implements analytic strategies for detecting malicious activity and coordination with other protection and security programs.
Analyzes information received or collected over periods of time to make assessments regarding trend anomalies related to employees and contractors.
Coordinates, analyzes, and ensures prevention, assistance, and response (PAR) functional capabilities are in place to support all AFC personnel assigned as tenants on installations or at standalone facilities (SAF).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret Clearance required.
- 1 year probationary period may be required.
- This position requires the incumbent obtain the following core SPeD Certification: Antiterrorism Credential (ATC) within 2 years.
- This position requires the incumbent to obtain Center for Development of Security Excellence (CDSE) Insider Threat (INT) 311 and 312 Course within 1 year.
- This position requires the incumbent to obtain Certified Counter Insider Threat Professional-Fundamentals (CCITP-F) Examination within 1 year and Certified Counter Insider Threat Professional-Analysis (CCITP-A) Examination within 2 years.

Specialized Experience: One year of specialized experience which includes:1) analyzing and monitoring Insider Threat program initiatives, projects and publications; 2) working with Insider Threat Program policies and regulations; AND 3) Participating in Department, Intelligence Community (IC), or other federal forums, briefings, or collaboration activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
