This position is located with Natural Resources Conservation Service (NRCS), Management & Strategy Deputy Chief area, located in Washington D.C. Oversees the execution products, policies, and procedures within the organization and is responsible for staff management, coordination, and execution of mission support programs that support organizational goals.

Duties

Provides comprehensive, programmatic advice and assistance in the management of financial and personnel resources within section. Assists in establishing strategic goal and objectives, administrative approaches, and in developing current and long-range plans to accomplish mission. Collaborates to make technical determinations as to course of action to pursue and resolve issues requiring decisions at the lowest levels. Evaluates the effectiveness of functions supervised in terms of mission accomplishment, quality, and quantity standards, procedural, policy and regulatory compliance, and technical competence. Participates with the Human Resources Division in conducting position and/or personnel management surveys; ensures that an efficient and economical position structure is established.

  • Successful completion of one-year probationary period, unless previously served.
  • Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement ncluding time-in-grade restrictions, specialized experience and/or education, as defined below. If you do not possess this status, you will not receive consideration. Time In Grade Requirement: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Minimum Qualifications Requirement: Specialized Experience: To qualify for the GS-14 level, you must possess at least one year of specialized experience equivalent to the GS-13 level or higher in Federal service performing the following duties: providing technical advice to management on the interpretation of regulations and guidelines and their application to problems; briefing leadership on new program objectives to facilitate achievement of program goals; develop plans and guidelines to resolve problems for mission area; and conducting studies, analyzing findings, and making recommendations on operating programs Note: There is no education substitution for the GS-14 level.
