The primary purpose of this position is to serve as AFJROTC program administration specialist, participates in the planning, developing, and establishing program guidance, assessments, requirements, and advisory services for the Air Force-wide program to external and internal customers.
Duties
Program Manager, Administrator and Subject Matter Expert for the Air Force Junior ROTC (AFJROTC) Flight Academy.
Establishes, defines, and implements requirements for the AFJROTC Flight Academy to ensure operations are in line with regulatory requirements, support goals, and mission requirements.
Provides advisory services to managers, supervisors, and employees on the Flight Academy and other summer scholarship opportunities.
Oversees professional educational and vocational programs and represents the Flight Academy with a variety of functional area organizations.
Participates in special studies and projects related to cadet programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities. Thorough knowledge of DoD, AF, Federal and industry policies, regulations, and organizational structure and mission as well as the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments. Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Air Force wide programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide personnel/manpower/services program administration responsibilities, knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration.
2. Professional knowledge of education theories, principles, procedures, and practices of secondary, adult, and continuing education as well as an understanding of guidance counseling methods/techniques to develop an accredited program and knowledge of civilian/military programs, objectives, policies, procedures, and/or requirements in parallel business and industry organizations to administer comprehensive training programs/services.
3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
4. Skill in planning, developing, and directing adult education/training programs to include gathering facts, evaluating education/training needs, and making adjustments and improvements to accommodate program/service changes within existing resources without sacrificing quality/quantity.
5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
