This position is inside the bargaining unit.
Duties
The DOL mission is to foster, promote, and develop the welfare of the wage earners, job seekers, and retirees of the United States; improve working conditions; advance opportunities for profitable employment; and assure work-related benefits and rights.
The position serves as a developmental trainee program/policy analyst, evaluator, and advisor to management and key internal/external agency stakeholders. In this position, the incumbent will be responsible for planning, evaluating, and/or improving the effectiveness of administrative/ management operations and/or technical programs and policies.
Works with and assists senior-level analysts to evaluate existing internal processes and procedures, drafting proposed findings and recommendations for the improvement of administrative systems.
Uses qualitative and quantitative analysis methods to analyze program-related data and to identify and analyze program or policy issues using quantitative data.
Identifies data requirements for effective program evaluations; monitors program trends through analyses of statistical data.
Participates in the planning of special and recurring projects to include formulating the project methodology, identifying resources required to support operations.
Through analyses of statistical data and participation in on-site surveys, conducts comparative studies of organizations and programs to ascertain relative levels of efficiency and quality of customer services.
Provides operational technical and administrative support to critical projects, programs, and policies within the organization.
Assists with drafting, reviewing, editing, and/or providing input to written materials, including program guidance, informational/decision memoranda, and pre-meeting background briefings.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements listed in the "Education Requirements" section and the "Specialized Experience" to qualify for Program Analyst, as described below.
Applicants must meet at least one of the following Minimum Qualification requirements for education, specialized experience, or a combination of education and specialized experience.
1) Education
Master's or equivalent graduate degree, or 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D (if related).
OR
2) Specialized Experience: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the Federal Service. This paid or unpaid experience may have been obtained in the private or public sector. Specialized experience at this level is defined as either of the following:
Experience using qualitative and quantitative analysis methods to analyze program performance data, monitor program performance trends, ensure data quality, and provide recommendations for program performance improvements.
Experience drafting, reviewing, editing, and providing input to written materials, including program guidance, informational/decision memoranda, program performance analysis and results, briefings, reports, etc.
Experience drafting, negotiating and maintaining service level agreements.
Experience providing oral presentations to small/medium size audiences.
OR
3) Combination of Education and Specialized Experience as described below.
Graduate education (more than one year but less than two) and specialized experience as required for GS-09 (less than one year) that when combined totals one year. Only graduate education beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year.
