About the Position: The purpose of this position is to serve as the Operational Security (OPSEC) Program Manager (PM),J-34 Protection Division, Defense Health Agency (DHA) at Falls Church, Virginia.
Duties
Develops long-range program plans, goals, objectives, and milestones to evaluate the effectiveness of the OPSEC program throughout the Agency.
Participates in enterprise Protection Program Reviews (PPR) and conducts Staff Assistance Visits of OPSEC officers and subordinate commands to review, discuss, coordinate, and evaluate OPSEC programs.
Coordinates and synchronizes related OPSEC Operations Orders and Plans for Command Headquarters and subordinate units.
Incumbent works with the DHA Antiterrorism Program Manager and the Contracting Activity regarding reviews of contracting actions.
Coordinates and monitors Staff/Directorate additional duty OPSEC Officer training, identifies, and recommends Agency billets and positions that require specialized OPSEC training, such as planners, inspectors, and contractors.
Provide OPSEC guidance to the Public Affairs Office (PAO), Web Masters, unit/organization/directorate, and author of information identified as OPSEC sensitive.
Support the Contingency of Operations (COOP) Program Manager by ensuring COOP planning, execution, and operations utilize OPSEC techniques.
Identify the Agency?s critical information, recommends the critical information list to the Director for approval, and publish the critical information list and the OPSEC measures to protect the critical information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Duties of this position require the incumbent to obtain and maintain a TOP SECRET Clearance.
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Employees may be required to wear an electronic pager and maintain a working telephone at all times.
- This is a Drug Testing Designated Position.
- Position requires SPeD SFPC within 24 months and OPSEC Level II certification within 24 months of employment.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: Your resume must describe at least one year of specialized experience which includes: Managing, developing, and implementing OPSEC programs related to automated systems; Interpreting and recommending OPSEC policies and other agency policies; and Overseeing OPSEC training and ensuring assigned personnel are familiar with OPSEC processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
