Duties

You will serve as a Financial Management Analyst in the Financial Management, Comptroller (N00FM), Region Accounting/FIAR (N00FM3), Region Accounting Branch (N00FM31) at Naval Computer and Telecommunications Area Master Station, Pacific (NCTAMS PAC). You will prepare, review, and assist in development and analysis of reports and funding documents in accordance with all applicable guidance. You will provide assistance, guidance, and oversight of reimbursable financial transactions. You will assist in identifying and reconciling out of balance conditions between financial systems. You will extract financial information from databases to ensure compliance with financial regulations.

• This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by having: Evaluating and monitoring reimbursable execution including obligation and expenditure rates for active fiscal years. Preparing and reviewing the development and analysis of reports and funding documents in accordance with applicable financial guidance. Reviewing, validating, and entering financial data into various financial systems such as CFMS-F, CFMS-C, SABRS, and STARS-FL, or ERP to produce reports as required. Providing assistance, guidance, and oversight of reimbursable financial transactions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successfully completed an LL.M. degree that is related to the position being filled.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position.
