Duties

This Supervisory Program Specialist position is located in Enterprise Support, Operations Management, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serving as the technical subject matter expert in the area of administrative services and logistical support for the BMO. Providing direction and coordination with multiple government vendors and carious lines of business within the TSA Headquarters Managing the complex process of property accountability, inventory, purchasing and shipping of training materials that support the timely execution of training for the TSA workforce and external partners. Implementing and managing a comprehensive logistics and inventory management program in support of the TSA Enterprise Support, Business Operations mission and objectives. Drafts and obtains approval for internal policies/procedures that are aligned with and support TSA procedures/policies. Determining compliance with government policies and procedures and supporting inspections and audits. Serving as the primary official responsible for information technology and communications; liaisons with the Office of Information Technology for the purchase of communication devices and hardware/software purchases; maintaining inventory of devices and managing allocation of telephone and smart tablets; and applying business and management principles involved in strategic planning, resource allocation. Communicating orally and in writing throughout all levels of the organization and with internal and external stakeholders and drafting sensitive executive papers, memoranda, and reports, giving presentations to a wide audience, and presenting the organization at meetings or on internal and external working groups related to designated program responsibilities and operations. Performing a full range of supervisory/managerial duties in overseeing the activities of Administrative Services Management Branch employees, including planning, communicating the organization's vision and objectives, setting priorities assigning tasks and responsibilities, monitoring and evaluating performance of the organizational component and employees, managing allocated resources (staff, budget, equipment, etc.). Supervisory/Managerial duties includes serving as a first line supervisor for the organization. This includes but is not limited to: assigning work, setting priorities, and reviewing and evaluating work and performance of subordinates; approving leave; coaching and developing employees; recommending corrective or disciplinary actions; assisting in budget planning and projecting short-term needs; managing projects within assigned resources; resolving routine problems that typically impact the objectives of the organizational unit; and when required, coordinating with customers outside the immediate organization.

Requirements

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Planning, directing and coordinating administrative support service operations such as space management, property and supply renovations, security, procurement, continuity of operations, emergency preparedness, and office services; and Establishing strategic plans and program policies to enable mission success; and Making recommendations designed to improve the efficiency and effectiveness of administrative support services; and Applying government procurement regulations and policies sufficient to administer contract performance. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
