This position serves as the Deputy Chief of Police and is located in the Police Service of the Sparks M. Matsunaga Department of Veterans Affairs Medical Center/VA Pacific Islands Health Care System (HCS) in Honolulu, HI. The Deputy Chief of Police is responsible for assisting the Chief of Police in the management and direction of police and security programs to include managing the physical security of assets, information, buildings and people.

Duties

Major duties and responsibilities include: Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs Hears and resolves grievances and employee complaints, reviews serious disciplinary cases Ensures police staff are properly trained to operate a variety of equipment and/or security systems Interprets security policies and procedures and provides guidance to senior facility leadership, other service chiefs, program managers, and others within the medical center's catchment area Keeps facility leadership informed regarding program successes and vulnerabilities Collaborates with leaders to address concerns, resolve program issues and resource needs Serves as designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies, etc. Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police Responsible for the protection of the civil rights of all individuals while on VA controlled property Assists with developing and implementing procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities Manages the procurement and accountability of equipment and firearms used Performs related duties as required. Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of security administration programs, how to integrate systems, provide the appropriate application, and coordinate among the differing needs of a variety of departments in order to execute tasks and serve as the Deputy Chief of Police. Knowledge of security policy requirements, the position functions as a technical resource to identify, plan and implement processes and/or solutions to complex security problems at the Medical Center/HCS, NCA, VBA and CBOCs. Knowledge of SSTV, key and access control, operational access, new construction design, and overall security/convenience. Knowledge of security programs, laws and regulations by interpreting existing and new policy issuances and recommending local policy to provide a safe and secure environment. Knowledge of emergency procedures, the ability to plan for and accommodate multi-layered security considerations due to new construction and skill to identify vulnerabilities to take corrective action. Knowledge of multi-layered security systems to advise the Chief and facility management on improvements and additions to existing systems or the acquisition of new security systems. Knowledge and understanding of a wide range of security regulations. Knowledge of development of guidance in the form of security directives and instructions for implementation of new and revised methods which the VAMC/HCS are required to use in formulating the force protection program. Firearm Requirement: This position is required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as an Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). ADDITIONAL POLICE OFFICER CONDITIONS OF EMPLOYMENT: New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. Physical Demands: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Work Environment: Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. The position is responsible for physically interacting with aggressive persons. In addition, there can be exposure to moderate discomfort and unpleasantness during adverse weather conditions.
