You will serve as a PROGRAM ANALYST in the SUPPLY DEPARTMENT of PEARL HARBOR NSY AND IMF. SALARY RANGES: GS-09: $59,407 - $77,226 GS-11: $71,877 - $93,437

Duties

You will conduct a variety of studies, related to substantive programs, process and functions of the Supply Department. These studies may require written reports, charts, graphs, and/or briefings to supervisors and managers. You will obtain corporate metrics of project performance, compare with current performance, analyze and determine where improvement is needed to meet expectations. You will plan, coordinate, and provide guidance and support to supervisors based on facts obtained through analytical studies, investigation, and technical evaluations. You will perform precise analysis of collected data, recognize weakness in work/shop processes, and formulate/recommend meaningful solutions that result in improvements to line and/or operating programs. You will provide oversight of Supply related programs by pulling data, analyzing metrics and using statistical analysis to, formulate recommendations that will positively impact operations and work standards. You will develop and prepare charts and presentations to monitor and address various Shipyard material metrics.

  • You will be required to successfully complete a pre-appointment physical examination
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing program analysis by conducting studies and making recommendations to improve the efficiency or effectiveness of a supply department program or business operations. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with analyzing program operations or administration of a supply department to improve efficiency or effectiveness. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 Grade level
Successful completion of a Ph.D or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR

GS-09 Grade level
